The GOP is no better and cannot draw anything bigger. Trump is the exception, so we only think of him, but this is par for the course for both parties.
Getting out the vote in urban areas:
The Democrats pay most of your rent, give you and your kids medical care and pay for you and your kids to eat. All they ask is that you fill in a few little circles on a ballot form once every four years. Imagine if Democrats lost power. I’ve got time and a pen.

People in that crowd get to vote several times each.
Courts in the states have had to rule whether or not to make corrupt Dem officials purge the voting rolls of long dead people and ones who did not prove to have residence in a district. Some courts rule for and some against.
Example: Man in Detroit in the 2020 election in a Detroit News article said “Without asking I got two paper ballots in the mail at my house. One for me and one for my grandpa who die 19 years ago. This used to be his house then. If I wanted I could have just filled out the choices and dropped both in the mail. I didn;t. But how many thousands did that?”
Joe and Kamala came to Phoenix and drew exactly.... 0.00 people during the campaign.
They ended up “winning” that state.
