That literally was not a policy of the Nazis until he betrayed them at the request of the existing military on the Night of Long Knives. Their initial policy was open acceptance of gays. And lots of Nazis were closeted gays, especially in the SS.
The Night of Long Knives (and the new policy) was mainly an excuse to get rid of Ernst Rohm and the other top gays in the SA (Brownshirts) that had been so critical in Hitler’s rise to power, but which were an impediment to acceptance by the professional military and that Hitler viewed as a threat to his power, due to their popularity.

The book "The Pink Swastika" offers some insight into this seeming dichotomy.
The Nazis hated weakness and admired strength. Effeminate males were disgusting to them, but Strong powerful men who abused weak males were just fine. They persecuted what they saw as weak pathetic males in camps, but they made the dominating powerful sadistic "bears" into camp guards and such.
The SS was full of homosexuals. Before it became famous, the Nazi party met in a homosexual club in Nurenberg called "Bratwurst Glöckl". Here is a link to prove it.
