The Italian state was and remains pretty corrupt. But it was effective enough to put an end to the Italian Mafia’s reign of terror, in which politicians and judges (magistrates based on the Napoleonic code inherited from French rule) were killed*. One after another, Mafia kingpins were rounded up and locked away for life.
We’re not only less corrupt than Italy, we’re also less scrupulous about keeping thugs alive if they resist with armed force. And we do put these people to death if their crimes are egregious enough.
