Well, he just lied to Congress.
"Did nothing wrong" means nothing. That's an opinion. Now, if he lies about provable facts, then he should be charged with perjury.

I believe you are correct. However, by stating that he doesn’t believe he did anything wrong, he opens the door to answer any questions truthfully and unambiguously and does not admit guilt. I would be surprised if he said anything different.
