This story may be a primer. Maybe after the comet exploded there was small bits that are rogue and un-trackable. Those bits are maybe pushed ahead of the larger bits from the explosion. A regional cataclysm could result from this debris entering Earth’s atmosphere unbeknownst to Top Men. What a perfect cover for a DEW attack.
