I’ll be in Buffalo tomorrow when they broadcast the emergency message and will be logged into the US communications network by virtue of my phone being connected to a US cellular tower. I read the following this morning “The test will be broadcast by cell towers for approximately 30 minutes beginning at 2:20 pm ET, FEMA said. During this time, all compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless providers participate in WEA [wireless emergency alert] tests should receive the text message.”
It looks like there are three requirements to receive the alert and I’ll definitely meet the first two. My wireless provider also participates in WEA tests, but in Canada, so I don’t know if I’ll receive the alert. I’ll report back about my phone when the test is over and will try to find an American friend who will be in Canada during the test to see if he/she received the alert.

My son and his family were in Italy the last 2 weeks.
Italy had an EBS and their phones went off also.
