Seems logical that the more comfortable you make the homeless the greater the influx of homeless and the less likely they will be to try and change their circumstances.
No the majority of homeless do not want to live in any type of housing with rules period
Anything you subsidize, you will get more of. I can’t find a quote but seem to remember Rush talking about taxing the homeless. If you tax it, you will get less of it.
