It’s too high up and with the air pressure so low up there it would take days to get it to freefall pressure even with a huge hole in it.
Best to shoot a camera guided incendiary missile at it and burn the top half of the balloon.

If true that may make some sense. Sure would be nice if our own government would be somewhat forthcoming to the people. They seem to be keeping more secrets from “we the people” than from the chicoms.
Even a turboprop has a service ceiling of only 30,000 ft or so.
A jet with some small unarmed rockets would be your best bet.
