Sounds like they never learned standard correct English. I thought Police Officers needed some skill of correct and polite speech to be on the beat.

I noted that. There was an episode of “COPS” (now gone, because it portrayed blacks in a bad light) in which a fat black cop walks up to some black kids sitting on a curb, and asks “Why you ain’t in schoo’?”

I suppose that there’s something to be said for communicating in a language understood by the community, but I might need a translator for some of that gibberish. And three people talking at once seems to be standard behavior.
