He relates as to how DC is occupied by an insurgent
He explains how MIL is the answer
He explains how there will be a combination of civilian & military jurisdictions to prosecute the insurgents. Maybe even some involving foreign gummit jurisdictions iirc.
He explained how MIL might be in control for an extended duration to clean all the corruption out before control is transferred back to civilian gummit
