I’m guessing the second passports are for some country besides the USA. My wife, for example, is from the Philippines, so she might want a Philippine passport if she becomes dissatisfied with just an American one.

“I’m guessing the second passports are for some country besides the USA.”

So far the move seems to be in the direction of the countries that can supply the buyer with the most financial gain and tax protection using their programs to convert to citizenship. All in programs that are sustainable in as little as a few years at most. And during the conversion, it creates a shelter from American pressure to obtain earned funds in that country with investments. It may cost some to get the program, but the bennies are worth the nuisance after a couple of years while working with out of country resources. And since this investment is possibly as much as a couple of hundred thou to get into the programs, it is not for the financial unsound that are coming into the US which after the conversion, will take a lot of tax money out of US covers to foreign investment and a lot of the rich will just disappear. I guess the libs thought they could tax the rich into equality to the poor...they were wrong...again.
