I have a 2005 Highlander with a cat converter code on, 230,000m.

How much should I ask for in SC where there are no inspections?

Catalytic converters go bad, plug, and can ruin your engine. Park in an area known for catalytic converter thefts.

I drove my 2004 V-6 Highlander for several years with a cat converter code on. At 225,000 miles, the AC developed a leak that my trusted mechanic could not find, and mrs riverdawg would not ride in it without working AC. A year ago, I traded it in for a 2018 Subaru Outback with the flat-6 engine and 35,000 miles. So far, so good.
