A question has occurred to me. What is the source of funding for the $39,000 bounty per COVID death to hospitals in the USA that happened at least at the beginning of the pandemic?

Have there ever been bounties for deaths by any other disease?

Is there a published rationale for the bounty?

Was funding for the bounty derived from or associated with any private source? This would be similar to Zuckerberg funding the corrupt elections in parts of the USA.
