My take: RED3 was referring to Jan 6. Will the states be allowed to question other states voting count or not?
The answer was no. Pelosi got her way. Which Pence seemed to work with operatives to create a Reichstag 2.0.
Thereby not allowing for states to question other states and blame it on those that had questions. Prior to Jan 6 states where recounting their own vote. This was the day other states are given a chance to question other states. It ended with CASTLE_ROCK (Or Trouble.)

In instances like this I often wonder where do they run off too! HA! They just barrel out of whatever situation they find themselves in.
