Why aren't the school admin & teachers arrested for child abuse?

Felony child endangerment (a direct threat to a child's health by a public entity is beyond "abuse") must be stopped by their parents and other responsible adults whenever it occurs to prevent a recurrence. It cannot be ignored. The offenders must be held accountable.

Should negotiations with the perpetrators of this crime fail to resolve the matter and should it be repeated by the offending adults, then it seems to me that the use of force -- legal force initially (labeling it "kidnapping" would be a nice touch); then, if necessary, physical force -- would be justified to protect the health of the minors.

That’s what I’d like to know. If the school treated me that way, there would be one less student enrolled there if you get my drift.
