He certainly can. A President can now serve up to 10 years in office.

Read the 22nd Amendment. No person can be elected president more than twice. If Trump is reinstated then that means he was elected president in 2016 and 2020. That's his two shots. The 10 year limit doesn't factor in to it.

But he wasn’t allowed to serve his full 4 year term. They have to allow him to serve his full 4 year term. They can’t say, “Oh, we’re sorry, we screwed up and got caught cheating, too bad now you only get two years.” That would never happen. Laws would be amended to satisfy the 10 year limit.
