“...reserved for the States or to the people.”
Note the language used; “or”.
The people need not wait for the State to act nor can the State inform (mandate, rule, regulate, jurisdictate) the peoples form of action.
We The People will know the when and how.
It will be a groundswell.
And, just noticed, there is a >comma< after the “or”... separating the two subjects, making neither dependent on each other.
