Did he say why? Are the searchers just bad searchers or is someone moving the body there after it’s been thoroughly searched?
Entirely possible. IMHO, unless it's a situation where the body had been buried by foliage, snow, autumn leaf falls, etc. and only became viewable when seasonal changes occurred, it's more likely that it was placed in the location at a later point.
Brings all kinds of disturbing Norman Bates-type images to mind. Ugh!
