That should be impossible or at the very least, require state level hackers. Maybe a whistle blower or two? Prayers up for exposure of V-Safe and all others databases.
I think this part of my comment was unclear:

I should have specified that the database is separate from the little phone App that captures information to send to the database.
When you fill out a form online, you are providing data that will be sent to a larger database, like via intermediary tables or programs. The online form is only a serious of containers that you fill - like those document delivery systems which have tubes running through the building which shuttle cylinders full of documents via air pressure (do they still have those?).
Maybe a better example is the shuttle bus that meets you out in the south 40 (distant parking lot) which then takes you to a drop off point at the airport. So hacking a shuttle has it’s limits. Sorry I was vague. :)
