Whether or not the feature seen in the video is a person, or just some video artifact is hard to tell from the resolution of the Youtube version. It is possible that a higher resolution version of the video was provided to the FBI. You can see the video here.
If nothing else the video shows the value of dash cams, and the kind of evidence they can provide.

A Vlogger was editing video from their trip and realized that the van along side the road was Gabby’s. Her body was found nearby. You can see her sandals and phone on the ground behind the van.

That is actually the area that the body was found. This is another couple that was vlogging their trip. When they realized that they were in the area the same time that Gabby & her fiance were. They rechecked their recordings & this is the result. They had a video of their van at the camp area.
