When I was in grammar school, junior high, or high school, I would have written this teacher off as a worthless nutcase.
I know because I had a few like this--not quite this bad, I'll admit--but bad, and I still remember them with disgust.
Most of my teachers were good. Some were wonderful; I still love them. But there were a few like this woman; I still feel a rush of revulsion when I think about them.

I taught in urban high schools for decades. And I was always strongly in favor of cameras in the classrooms and in the hallways.
We never did get cameras in the classrooms. But we did get them in the hallways. Now here’s the funny thing. Whenever there was a hallway fight, the camera that covered that area was usually “broken”.
The administration obviously didn’t want any fight video getting out. Can’t have the school look bad. It’s all about the PR.
