***What does “not under command” signify?
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
From the NAVRULES (Mariner’s “Rules of the Road”)
Rule 3
f. The term “vessel not under command” means a vessel which through some exceptional circumstance is unable to maneuver as required by these Rules and is therefore unable to keep out of the way of another vessel.
(pages 6 & 7 - the Rule is the same for both Inland and International waters)
Hmm, that is interesting. I wonder what the heck is going on, and how unusual this is.
