Just curious, do you know if those three states count probables and repeat positives of the same patient as new cases?

NYS does.

They would have to, otherwise from their numbers everyone in the state would have had it already. I have a relative that works at a clinic. She's been vaccinated. She's tested positive on several occasions which means she works from home at times. The "cases" in most probability are false positive from the faulty PCR test swab. It's quite an ingenius moneymaker to come up with a "vaccine",then a (faulty) test and then the disease. One can make billions with cooperating governments.
