MonkeyWerx said the SAM callsigns are general government staff usage.

When I used to transport prisoners, I was '1 Sam 19'.

The '1' designated my shift (watches 1-3), the 'SAM' designated 'jail transportation unit', and the '19' was just a random number identifier

Funny how I remember that.

A bit of trivia:

California law enforcement uses a different phonetic alphabe than the military. California is based on names. 'Alpha' becomes 'Adam, and so on. (1 Adam 12, for example).

Here cops use one and fire dept usually uses mil. One guy just uses whatever words beginning with the right letter that pops into his cranium, although he’s slowly learning. Dispatch has a laugh but tries not to audibly.

“One Adam 12, One Adam 12, a 211 in progress, handle code 3.”
