I do believe that was the guy working with Bannon and Guiliani (and likely Trump/Q) against China. He represents The Federal Republic of China, which is the Communists opposite number. a reformation group, and an 'alternate government'. Sorta the opposite of Hillary/Obama. They got a flag and everything.

Bottom line: they are the good guys, closed eyes and all (I just like saying 'closed eyes'. It'll wear off).
