It's possible we don't know all the laws of physics at this stage of our development. Think back to the 'laws of physics' before Einstein... Newtonian stuff... all true - but obviously from our point of view now - limited.
Your “scientific progress” idea is a common superstition, at least invoking it as proof in an argument is not persuasive, but never mind that. To take your example perhaps you will see what I mean when I say that Newton was wrong thinking that gravity was a force. Therefore apples do NOT fall to the ground! They fall instantaneously from 80,000 feet stop instantly at 20,000 feet, and then dart away at perfect 90 degree angles.
When you postulate your new laws of science to account for these ufo stories, be sure to remember that the planets still revolve around the sun. And in this world, if your car stops instantly because of an oak tree, you my friend will keep going.
