That begs the question, what's the governments motive for doing all this and then pretending they have no idea what they are? I've yet to hear a plausible explanation of this.

Furthermore, even our classified nuclear secrets and other classified data get leaked or sold. This would have to be so elaborate, involving all kind of peoples, it would be impossible to keep a lid on. Doing all this then pretending they have no clue what they are make no sense.
