The purpose of drills is to have better preparations in place
for what the infectious disease professionals believe to be inevitable.
Despite the drills, most States were unprepared to respond to the Wuhan virus
as they had already diverted and spent their resources on what they considered more immediate needs elsewhere.
Then they got caught for having no supplies 'on hand', and had to rely on the FED for resources and ventilators.

of the Army playing "War Games" in preparation for an actual crisis event.
