Army style guide (2015) says:

“Do not hyphenate; lowercase unless it appears before a name.”
No reference for the President. Style guide notes that it follows the AP Style Guide.
Also, why a long 17:17 lead in?

So Army says not. I propose a uniform standardization of Writing Style across all branches. :D
