The target of JFK’s speech wasn’t likely what we today call the Deep State. More likely, it was the John Birch Society (JBS), a conservative/libertarian grass-roots organization that had somehow caught the attention of the press in the spring of 1961. The JBS and other conservative and anti-Communist groups such as the Christian Anti-Communism Crusade, the Conservative Society of America, the Network of Patriotic Letter-Writers, the Minute Women, the Young Americans for Freedom and the National Indignation Committee were freaking out liberals back in ‘61.

His administration was full of Deep Staters such as Secretary of State Dean Rusk, who oversaw the loss of China in 1949 and later headed the Rockefeller Foundation, and John McCloy, who headed the World Bank, the Council on Foreign Relations and the Ford Foundation before becoming an adviser to JFK.

JFK wanted the press not to publish details of America's defenses that would benefit the Soviets. He wanted the press to censure itself in the name of national security. If the Deep State is on your mind, it really sounds like Kennedy was trying to protect it from press scrutiny, rather than to expose it publicly.
