So if the shadow plan was instituted due to continuity of government being triggered by the fact that the (s)elected President is a trojan horse compromised by foreign governments (ironic isn’t it, after four years of hearing about Russia-Russia-Russia) and the fact that they would not permit sitting president to assume power when he is out of term, then I would say that it all depends on how the shadow government was designed to be structured, but the odds are in favor of the fact that the ‘Deep State’ (or unelected bureaucracy) is still predominately Obama hold-overs, so you’d be right, but the question would be how much input, if any, that Obama himself actually has.
