My understanding is that H.R. 3521 (112th): Expedited Legislative Line-Item Veto and Rescissions Act of 2012 was passed by the House in 2012, but was not passed over to the Senate.

Personally, I think the whole process is unconstitutional. How is it constitutional to bribe politicians with our tax dollars to pass a law, to give that money to foreign governments and their donors and friends?
I know some politicians have tried to change it throughout the years but are smacked down. This is one reason the hate Trump, he can’t be bought.
