Allegheny had only 65 of 350,790 ballots rejected 0.0%.
Philadelphia had 232 of 271,798 rejected 0.1%
anomalies:
***Pike had 663 of 1,876 rejected 4.8%
***Fulton had 182 of 1,415 rejected 12.9%
all other counties had less than 1% rejected; many zero or 0.1 or thereabouts.
