Your comment caused me to go look up Liechtenstein.
Found the following interesting as it sounds like Delaware’s model. (38,000 or so citizens)

Two of my daughters visited Lichentenstein castle when they did a study abroad program in Germany. That castle is something. South of Germany. Tiny country probably easily used by deeps.
Lichtenstein is a tax haven, is it not?
