I don’t know if that’s physically possible ... even with spook technology. You’d have to energize the tag with a beam from a minimum of 160Km and capture its response. It seems unlikely from a satellite. That is an awful lot of energy needed to energize the tag + have that tag blast its results the same distance.
Now if a plane could fly over a place where ballots are stored ... that could work :-). And a lot of people are being trained right now ... hmmm ... :-).
And a lot of planes are flying around right now!
