If they existed on paper and were retained, yes.
We will find, however, that the D-votes that existed as “only electrons” will be the bulk of the fraud.

Hand counted votes would note only be counted but first verified I.e. SIGNATURES AND COMPARISON TO CURRENT VOTER ROLLS, DUPLICATE BALLOTS, ETC.
