AFAIK to do the 25th amendment requires the VP and Cabinet, which is what Brennan mentioned. I just have no opinion about Pence.

IIRC, there is a step in which the VP confronts the President with the evidence gathered for his removal.
The President is given the opportunity to refute or accept.
If it is refuted, the process escalates.
