SORRY but you are DEAD WRONG, IF the local sheriff calls out the local MILITIA, as has occurred numerous times in history.
(I was “one of many residents” of the Parish, who were “called to local militia service” during/after Hurricane Carla, when we lived in South LA. = Our Sheriff ordered the adults to “present themselves for militia service with any weapons that they may possess”.)

Note: Because I was 16YO at the time, I spent my period of militia service preparing/serving food & carrying food/beverage/messages/supplies to the “people on the frontline”, during the rescue & recovery effort.
(”They also serve” who make coffee/sandwiches & peel potatoes. = CHUCKLE.)
