I think a lot of the people who were just standing around before curfew are young people who are living in small city apartments either not working or working from home. Forced to stay home for ten weeks, they are so glad to be out with other young people. Sadly, they are giving cover for the anarchist AntiFA types and the common criminal looters. These bystanders need to go home at curfew or darkness if their city is having any rioting.
The overly long and harsh lock-down rules on young people, realization that the C-virus is not bad for the young and now the excuse to protest for justice has created a perfect storm for those who hate America.
Add into the mix the many common criminals let out of jail because of the C-virus. How many of the looters are from this population?

They really got a lucky break. They get out of jail, then get the opportunity to loot without impunity.
