Regarding movement of federal employees during unconstitutional lockdown, it isn’t mentioned in Barr’s letter but federal agencies like TVA and BPA, along with other electric utilities, must be able to move about to carry out their duties.

I see it differently. I think Barr and the attorneys need to move during lockdown because there are - or will be - some arrests happening.
