As I learned it as a new ensign assigned as "defense counsel" at a chief's initiation, the fouled anchor represents the trials and tribulations the sailor went through to become a chief.

As for the Naval Officer's crest, the Eagle is the United States, the shield is for protection and the fouled anchors represent the Navy. Hence, the Navy is the shield that protects the United States.

That's my story and I'm stinking to it.
