The problem is that if the health care system gets overwhelmed, if affects everyone.

Quarantines are needed, and that is a .gov responsibility, just like national defense.

Yes but by individual responsibility I mean the following:

Avoid all unnecessary trips especially if there are old folks living with you.

Wash hand as soon as possible after touching anything in public areas where others may have touched. The skin on palm of hands is tough for the virus to penetrate, but if you touch wet parts of body (nose, eyes, mouth) it gives easy access to the virus. Yesterday I was in a grocery store and there were no anti-bacterial wipes. As soon as I got home I washed hands with soap and water.

If you get any symptoms (dry cough, difficulty breathing, fever etc) before being tested, immediately isolate yourself.

If all people practiced these simple procedures, spread of infections will be much smaller. If someone in a public place sneezes or coughs near you, not much you can do except assume the worst and run to the nearest bathroom and wash all exposed skin.
