I think as far back as Bush Jr., after 9/11, I’d read about the installation of radiation detectors at the border next to train tracks to evaluate shipments from Mexico. There’s also threats from animal/vegetable pests and quarantine issues, both intentional and unintentional (poultry or swine diseases). If nothing else, environmental policy requires monitoring and inspection. Also, helps enviro objections but I think the main focus is security. :)
