Remember all those envelopes at GHWB funeral and all the speculation about what was in them? What if they said “GHWB is in the casket”?
What if the DS thought that GHWB faked his death to escape judgement? But the DS plan failed.
That would explain the varied reactions (assuming all the envelopes said the same thing). Remember HRC didn’t seem particularly concerned. Some seemed very surprised. But Jeb and Laura looked completely shocked.

Based on the timing of the Q drop and the funeral, I believe the envelopes WERE the “counter” by Q et. al.
