when you get a script for even like 200, the pharmacy calls around to get that many pills.

For a small town to have to dispense that many pills, the CHAINs are complicit. And if they don’t have chain drugstores there, then wherever that pharmacy orders from is also complicit.

The pharmacy cannot call around to get that many pills on schedule II/III drugs to borrow if they do not have enough for a complete fill (even from a related chain). The pharmacy could, however, call around to find a store that could give a complete fill, and send the customer to that store.
