If it’s Rosatom, then what would have happened in the lower court is that a US prosecutor is looking into Uranium 1. The subpoenaed party, Rosatam and Russia, was the one that requested redactions, and the court granted it. The lower court ordered compliance with the subpoenas, and there was an appeal. The US said it doesn’t care about the redactions.

It’s plausible, but I don’t think it’s the most likely scenario of what’s going on in that case.
