When our kids lived in Fairbanks, all the parking lots has plugs for all the spaces cos even if you were just running into the store for a few things, you had to plug in your car. I thought it was pretty cool. Here, in the sub-polar regions, some of us have been known to put an electric blanket over the engine....
I only went to Minneapolis once, in February. Some of the meters in parking lots had plugs too! (I had in line heaters in most of my cars for the N. Illinois winters.)
