A manual recount is now required. This is where the counters try to determine what the intent of the voter was on a ballot that is missing a race. Remember the guy staring at the hanging chad? This time they will be looking at shaded in circles.
The problem is, as has been said n the past, it’s not who votes, or how they vote, it’s who counts the votes. Now we can add had how they are counted to the statement.
