Maybe not just "treason" in the classic sense.
"I therefore determine that serious human rights abuse and corruption around the world constitute an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States, and I hereby declare a national emergency to deal with that threat."
"Human rights abuse and corruption" covers a LOT.
I can think of eleventy-eight charges against the HillMonster just off the top of my head.
Suddenly I'm quite glad the derp troll Okeypuker brought up this subject. ThankQ, derp. I hadn't thought this all the way through.
*brightened day*
p.p.s. That's one way to get rid of trolls, since my Troll Motels were a massive fail. Anybody seen brokeysnooker, the famous DC lawyer?

I’m not sure how those ‘human rights abuses’ cases will play out. Most likely in civilian courts but there’s a LOT of gray area here.
I need more popcorn.
Just an FYI - while certain charges are indeed the sole purvey of military courts - Treason and Espionage are not included in that sole jurisdiction. Sedition and Mutiny are, but not Treason and Espionage.
I think of the 50’s couple that were convicted of espionage in civilian court as an example....brain fart their name escapes me... want to say Rosenberg.
