Plea bargains are made so that the prosecution doesn't have to go to full trial, which they might lose. They are accepted by the defendant to receive a lesser charge or sentence rather than to go full trial, which again, they might lose.
I'll go out on a limb with this one. I think most criminal proceedings are handled in this manner. Full jury trials are a pain in that ass for all involved, top to bottom, and risky to both sides. Plea bargaining has become the new "speedy trial" which we are all guaranteed.

Was the entire report released or just certain portions that pertain to McCabe?
Were there other names named or just McCabe?
Will the entire report deal with anything other than McCabe? I understood that the entire FBI's actions regarding the FISA court were being investigated. That would include Justice Dept. actors as well, right? And other FBI bad actors?
I, personally, already knew McCabe was dirty and a Comey puppet. We all knew that, right? It is good to see it in writing and confirmed, of course.
I would prefer other targets be officially outed beyond the one that already got got. Got as in fired, of course. This report should get him got criminally, which is a good thing.
